The bowling award is not determined by the number of wickets a bowler achieves during the season, but by the number of times his deliveries hit the stumps. At the top of the list, the leader, if equal, is determined firstly by the player who has played in fewest matches, and if that is still equal, then the bowler who achieved that total first, is deemed the leader, and maybe the winner at the end of the season.

Remember that only League matches count towards the Individual Awards table.
